Message 1. because they eliminate the wheels / tires etc from the equation. Things like how the car is strapped down and tire pressure, wheel weight etc has no effect on back to back runs

2. They are load bearing dynos and allow you to increase or decrease load at a specific rpm thus allowing you to tun part throttle

However 1 is what makes them read slightly higher than the usual dyno where you are strapping down the car. A lot of this can be compensated for in the dyno setup but most people like higher numbers so dyno operators leve it alone.
